- OBJECTIVE:
To describe a standard operating procedure for Electrical Work Permit.
- SCOPE:
This Procedure is applicable for Electrical Work Permit at {Company Name} {Company Location}.
- RESPONSIBILITY:
- EHS Department in-charge / designee shall be,Responsible for making the availability of Electrical Work Permit (LT & HT) to the concern department.Responsible for inspecting the area where work will be executed and authorize the Electrical Work Permit (LT & HT).
- Concerned Department Employee shall be,Responsible to initiate the Electrical Work Permit.Responsible to ensure that all safety precautions are followed during the execution of work.
- Concerned Department Heads shall be,Responsible to approve the Electrical Work Permit (LT) and ensure that all safety precautions are followed during the execution of work.
- Engineering department Head/ Designee shall be , Responsible for the approval of Electrical Work Permits( HT & LT)
- ACCOUNTABILITY:
QA Manager shall be accountable for Approval & Implementation of SOP.
- PROCEDURE:
- The electrical department shall initiate the “Electrical Work Permit” for any repair / breakdown work / maintenance works / periodical inspection on electrical equipment in Annexure-I for LT works and in Annexure-II for HT works.
- The permit shall be given a serial number of YY/MM/NNN where, YY is the last two digits of the year, mm is the month and NNN is the sequential number. The number starts from 001 every January.
For example, 16/01/001.
- The Electrical Executive or his designee shall ensure that the power is isolated in all respects by switching of Breaker / Switch /ACB/MCB/SFU as applicable.
- Electrical Executive ensures that all Safety precautions given in the Permit check list such as Earthling of equipment, discharging capacitors, providing rubber mats, keeping the danger boards and / or Safety tags at switch / breaker / fuse panel, wearing of Safety belt for works carried at heights – above 6 feet (2 Meters), using ladder (if necessary) etc., are taken.
- Head – Electrical or his designee and Safety representative shall check the area for the compliance of precautions mentioned in the HT Permit and approves the permit by signing on the permit, to carry out break down/ repair/ maintenance works / periodical inspection on electrical equipment.
- Block / area in-charge, Engineering/Electrical In-charge & EHS In-charge shall ensure the compliance of LT Permit requirements and sign at the designated places in the format.
- Electrical department shall attend the repair / break down / maintenance works / carries the periodical inspections as per planning.
- The permit shall be valid for the period mentioned in the HT Electrical Work Permit (Annexure-I) and LT Electrical Work Permit (Annexure-II) for the day in general shift. Any extension / continuation of the work beyond permitted period shall be done, only after the duly obtaining approval from Block/ area in-charge, Head- Engineering & Maintenance or his designee and EHS representative for LT works and there is no provision of extension for the HT Electrical works.
- Work permit shall automatically invalid if permit conditions are not complied i.e. in case if an emergency declared / Violation during work execution/ Change in weather conditions.
- On completion of the work, the work place in-charge & Maintenance supervisor shall check and ensure that the all men, all material etc., are removed from the work place and sign on the designated place of the permit for certification of completion of work.
- On completion of the work, all tools, all unwanted material etc., shall be cleared from the work spot and the equipment is released for service to user department (Production / Engineering & Utility) by signing on the permit by Electrical Technician / Electrician and Electrical Executive. The signature of the user department shall be obtained on the permit before releasing the electrical equipment for service.
- The first copy of the permits shall be handed over to the initiating department and second copy to the EHS department after signing the permit.
- The completed permit shall be retained for six months with the EHS department.
- In case of any accident / incident happens during execution of this permitted job, the permit which is to be sent to EHS Department has to be attached with the Incident Report and shall be retained in EHS Department till the statutory requirements are completed / complied.
